I created this to level my alch, but it's sitting in my bags as my green questing ilvl 305 +int trinket actually looks better. Would it actually be worthwhile for frost spec? I've been using fire for instances so far.

I'd throw a spell pen gem in it and use it for early season 9 until you get good pvp gear/trinkets. Thats a ton of stamina.
Yup it looks good for tanks and pvp, not so great for pve unfortunately. Blizz took the lazy way out this xpac and only made one version of the trinket instead of multiple versions like previous xpacs.
