You used to be able to get this in Azshara, but with the Goblin overtake, I'm not so sure if it's available anymore. I can't find information on whether it is or not either.
Last thing I heard was that there is a gnome in Dalaran which spawns from time to time. Talking to him will let you train Polymorph: Pig.

Yeah I got mine from dalaran 2 weeks ago. The gnome shows up sometimes and took me 3 days to get there when he was up
