You should use health pots. They help.
When he Physic Horrors you, it means he's either got full dots or is about to put them up. If needed, trinket out of the Horror.
As frost you shouldn't have many problems if you survive the scream, horror and the silence. If you can do that (You should be able to) use your pet's freeze on him to hit deep freeze, then icelance till DF falls off. Run in as you are ice lancing, and hit cold snap, nova, DF, then more icelance. If he's not dead yet, he probably has better gear then you. You should be close now, so hit CoC (If talented for the freeze, and you should be) and ice lance again. Then frostbolt till you are dead or he is (Preferably him.)

Also make sure you are using Mage Armor and Ice Barrier (or Mana Shield). The mana lost to the shield regens quickly enough at most levels. Get a counterspell on that first mind blast he tries to land on you, locking him out of most of his damage spells.
I beat a lot of spriests using this plan : At the start, Silence > Poly him. He will trinket. Then deepfreeze. He will dispersion. When dispersion is about to end, poly him 2 times. Now u need to hold the fight until u have deep freeze back. When deep freeze cd is over, kill him in a icy veins + deep freeze > silence. Remember to spellsteal his buffs before that.
At 80 atm, you can blanket cc an spriest from 80-0.
Just fend them off till you can work around all their counter-cc cooldowns then burst them down.
Note: If the priest is using LoS, if you lose it's because you didn't run away fast enough.
for me i find it impossible to beat a spriest now a days.
before the patch it was fair match and i thought it was balanced out but not any more
like the poster above me said they start out with silence if their to far away they'll just start off by vamp touching and doting me up
this alone is going to make any skilled mage ice block up because they know that once dots roll its not a fair game for mages
and then when you ice block they will not wait they will simply mass dispel it off making you immediatly resume combat
by this time if you havent used your counter spell you might as well because by the time you use it in the later game you will already be dotted up and running for your life
as a matter of fact when he mass dispells and gets you outa ice block you should counter spell him immediately for he will be near to fear u
if you do manage to cs with out getting feared you are in a better spot, now you can poly and open up
but if the spriest is any smart he will trinket and continue the pressure on you, you might think wait i can frost nova and deep freeze
well most of the preists now a days spam dispels on them selves and on you, if hes not dispelling you he will be dispeling him self so he wont get deep freezed
but lets just say you did get a deep freeze off, now its your turn to dps, but its not so easy when he can just disperse the entire deep freeze leaving you hanging in the middle
now when he comes out of disperse you are in the wrost spot ever, you already used yoru ice block yoru shields are no use because it gets dispelled one shot, spriest has his own pet out doing tons of damage and his dots up.
by this time spriest silence will be back up so he will try to silence set up dots and its game over the spriest will be able to finish you off before the hypothermia buff wears off and this is how spriest duels vs frost mage goes
Tough fight and I think it mostly depends on who plays there class better. On my SPriest I know that if I can get in on a Mage to use fear and arcane torrent it's going give a Mage problems. Heals being ridiculous though it generally makes the difference after a Mage has blown a lot of there CDs.

1. Start with a counterspell into sheep.
2. Sheep till DR and use spellsteal, so your cs can come back up.
3. Break sheep at last second with a frostbolt > freeze > deep freeze combo.
4. They will disperse. Now reset the fight, rinse and repeat.
5. Start with cs into sheep, repeat steps 2 and 3.
6. Priest trinkets deep freeze, reset, rinse and repeat and repeat steps 2 and 3.
7. This time priest has no cooldowns, blanket deep freeze into blanket cs, this will put them on an almost unrecoverable defensive. If done right, you will be out of range of silence and horror while the priest is forced to heal.
Note: This will only work if you don't expect to be attacked. However, sheep and cs have a 6 yard longer range than the priest's silence and horror. That 6 yards is a strong advantage that will force them to blow at least one counter-cc cd.

spell steal is useless if the priest is not sheeped btw just throwing it out there

But...if you steal from a sheep, isn't that cattle rustling? I think you can still hang for that in Texas.
Yep, Nighttempest pretty much summed it up.
Another thing to note is the range is longer on cone of cold and nova than on fear.
Honestly as arcane I have no trouble with them.
They were much harder to deal with pre 4.0 than now.
