Teleporting

So, I remember how it used to be. At level 20 you could teleport to Major Cities. Has that changed?
No you still get portals, but I got mine at 30, I think? Haven't been playing this char that long, they mighta changed it, check your spellbook though :)
I did check it, And i didnt see anything involving portals.. :(
you definitely do, look up teleport under Arcane.

It doesn't mention when you get Portals and Teleports when you hit the proper level, but they will be on the Portal trainer.

24 for self ports
42 for group ports

Then 62 for new locations
