Which is best for PVE leveling a mage? Fire or Frost or Arcane?

I enjoyed frost.
I am just starting to get some decent frost abilities. I have been using mostly fire til now, but now that i have to choose a spec I am "worried". I want to be able to solo PVE because I don't have a group to run with. Just myself.
