Can frostfire bolt proc Fingers of Frost?

[:1]I have a frost mage alt, and I just got frostfire bolt. I have Fingers of Frost maxed out, but I can't seem to get FoF to proc. Is the frostfire 40% slow considered separate from a chill effect?
